    This paper takes 241 cultural policies since the reform and opening up as the analysis sample, and reveals the focal point and implementation path of traditional cultural policies at different stages by using the method of co-words and cluster analysis. This paper constructs a PMC model of traditional cultural policies and draws surface maps to quantitatively evaluate six sample traditional cultural policies. This study finds that China's traditional cultural policy can be divided into four stages: adjustment and improvement, reform and transformation, stable construction and innovation and development; and the measures of the traditional cultural inheritance project are summarized as: promoting traditional Chinese virtues, integrating into production and life, protecting and inheriting cultural heritage, and nourishing literary and artistic creation. The evaluation results show that the ratings of Z1, Z2 and Z4 are acceptable, and the ratings of the remaining policies are all excellent. Z5 has the highest PMC index, which means that the policy demonstrates high system completeness and importance. The relevant research results of this paper can provide a theoretical reference for the formulation of Chinese traditional cultural policies.
