摘要

合理的物资采购定价是充分发挥应急物资政企合作储备模式优越性的必要条件,且决策偏好的存在会对双方决策的制定产生重大影响.为此,在利用数量柔性契约构建政企合作关系并根据损失产生的原因对损失厌恶偏好进行分类的基础上,文章对应急物资企业储备模式下的物资采购定价及储备问题进行了研究.在给出合作企业选择标准及政企双方在政府损失厌恶程度位于高低两种不同状态下的均衡策略后,文章发现当政府损失厌恶程度较高时,均衡策略仅受企业损失厌恶偏好的影响,而当政府损失厌恶程度较低时,政企损失厌恶偏好将会共同影响均衡策略,并会改变灾害事件发生概率和现货市场采购价格等因素对双方决策的影响程度.文章为加强政企合作储备应急物资关系提供了重要的管理启示,给出了实现应急物资社会化储备的操作策略与指导原则.

Abstract

Reasonable pricing of material procurement is a necessary condition to fully exploit the superiority of the government-enterprise cooperative reserve model for emergency materials. Therefore, the paper investigates the procurement pricing and stockpiling problems under the reserve mode by using quantity flexibility contracts to establish the government-enterprise cooperation relationship with considering the loss aversion decision preferences of both parties. After giving the selection criteria of cooperative enterprises and the equilibrium strategies of the government and the enterprise in two different states of high and low government's loss aversion, the paper finds that when the government's loss aversion is high, the equilibrium strategy is only influenced by the loss aversion preferences of the enterprise, while when the government loss aversion is low, the loss aversion preferences of the government and the enterprise will jointly influence the equilibrium strategies and change the impact of factors such as the probability of disaster events and the spot market price on the decisions of both parties. The paper puts forward important management insights for strengthening the relationship between governments and enterprises to reserve emergency materials, and provides operational strategies and guiding principles for realizing socialized reserve.
