城市群建设改善还是恶化了城市空气质量?——基于双重差分模型的实证检验

摘要

城市群已成为当今世界城市化与区域发展的新趋势.如何准确地认知和评价城市群建设对我国环境尤其是空气质量的影响是需要关注的重点问题.本文通过构建双重差分模型实证检验了中国五大城市群建设对空气质量的影响.研究发现:城市群建设降低了城市群城市AQI、PM10和PM2.5浓度;产业集聚改善了空气质量,第二产业产值占GDP的比重、人口密度和经济发展水平均恶化了空气质量;季节和气象因素也对空气质量产生影响,冬春季节的城市空气污染高于夏秋季节;各城市群建设对空气质量的影响也不尽相同.本文的政策启示是:要坚持高质量发展理念继续推进城市群建设,科学合理规划城市群发展;坚持创新驱动,推动城市群发展向集约型经济增长模式转变;建立城市群空气污染联防联控机制,促进城市群的经济和环境协调发展.

Abstract

Urban agglomeration has become a new trend of urbanization and regional development in the world today. How to accurately recognize and evaluate the impact of agglomeration construction on air quality is a key issue that need to pay attention. This paper constructs a difference-in-difference model to empirically test the impact of the construction of China's five national key urban agglomerations on air quality. The results show that:Firstly, the construction of urban agglomeration reduced cities' concentration of AQI, PM10 and PM2.5 in urban agglomeration. Secondly, industrial agglomeration improved the cities' air quality, and proportion of the secondary industry's output value in GDP, population density and the level of urban economic development have deteriorated air quality. Thirdly, seasonal and meteorological factors also have an impact on air quality. Urban air pollution in winter and spring is higher than in summer and autumn. Fourthly, the impact of each urban agglomeration construction on urban air quality is not the same. The policy implications of this article are:We should continue to promote the construction of urban agglomeration with the concept of high-quality development, and plan the development of urban agglomeration scientifically and rationally. Meanwhile, we need to pursue innovation-driven development, and promote the transformation of urban agglomeration development into an intensive economic growth model. What's more, we also need to establish a joint prevention and control mechanism for air pollution in urban agglomeration to promote it's coordinated economic and environmental development.
