摘要

在应急处置过程中,应急资源的高效推荐是辅助指挥中心领导制定决策的关键. 因此设计并实现了一个面向应急领域的本体管理与资源推荐工具,OMERR,该工具为领域专家提供了类似 Protégé的本体管理和规则推理功能,为应急值守人员和指挥中心领导分别提供了突发事件上报和事件处置的功能,根据突发事件的信息可以提供基于规则的应急资源推荐. 详 细介绍了工具中的应急领域本体模型、推理规则表示方法以及基于规则的应急资源推荐等关键问题. 定义了覆盖率和命中率两个定量评价指标,通过汶川地震案例对工具性能进行了评价,评价结果表明了应急资源推荐的有效性和准确性.

Abstract

In the process of emergency response, emergency resources recommendation is key to serve the decision-making requirements of the command center leaders. OMERR, an ontology management and resource recommendation tool oriented emergency domain, has been designed and implemented. The tool provides ontology and reasoning rule management functions for domain experts, which is similar to the Protégé. The emergency duty reporters and the command center leaders can use the tool to handle the emergency event information and obtain the rule-based emergency resources recommended. The key issues to implement the tool are addressed in details, which include the formal definition of the domain ontology, the representation of the reasoning rules, and rule-based resource recommendation. Based on the coverage and percentage defined, the tool is evaluated by the Wenchuan earthquake. The evaluation results show the validity and accuracy of the recommended emergency resources.
