Abstract

Based on the results from former researchers, the quantitative evaluation of peer reviewer comments is discussed further. A mathematic model for the estimation value of a NSFC project proposal is set up. An algorithm for adjusting estimation values from peer reviewers is given. Based on these, two current quantitative indexes are improved. Three new quantitative evaluation indexes are given.
