This paper, divided into two parts, studies the relation expression and management of IDSS model and knowledge. Part one studies the relation expression of model and establishes the relation expression and management of IDSS model. The model is expressed with three level modes, the description part, the input and output part, and the model body part. This method would be convenient for users of IDSS, and would create certain conditions for problem solving of IDSS.
