The inventions and outstanding contributions of man-power promote the development of world science and technology.The rapid de-velopment of science and technology also raise higher requires and tasks to man-power.The quality of manpower relates directely the development speed and level of science and technology.But by far,there aren’t dimen-sions which can measure quatitively the total quality of manpower.Based on amounts of principle research and analysis,this paper presents the con-cept of dimension of multi-hierarchy man-power,vis.,to do analysis com。prehensively and croosly to man-power from varies aspects.Also,Multi-hierarchy man-power are tested quatitively depending on some excellent and practical testing methods in order to solve the transformation prob-lem from quatity analysis to quality analysis.
