Abstract
This paper, by using nonparametric statistic analysis method, evaluates the achieve-ments and targets of China’s population control policies and draws the following conclusions:1)Achievements of China’s population control were remarkable in 1970’s, espec-ially in 1980’s, and China’s fertility rate is at present in an optimal state of being controlled. 2)China’s population development and control target made out in the Eighth-Five-Year Plan would be difficult to fulfill if the implementation of family plan were ever sightly ignored.
