摘要
研究了在单出救点、多需求点的应急系统中如何确定应急物资分配的两阶段策略,采用应急物资需求量的上下界来刻画了灾害事件下的应急需求特征,进而利用局内决策方法求得了应急物资在两阶段嵌套机制下的有效分配策略.最后通过数值仿真对比了单阶段和两阶段决策系统下的绩效并分析了影响嵌套策略绩效的因素,证实了两阶段嵌套策略的稳健性及其优势.研究结果凸现了两阶段嵌套策略在应急物资分配管理中的运用价值,为应急物资分配提供了管理启示.
Abstract
The paper explores the problem that how the managers determine the two-stage distribution strategy of emergency material under a one disaster assistance center-multi disaster areas emergency system, it describes the demand characteristics under emergency by introducing the lower and upper bound and then acquired the effective strategy under the two-stage nested mechanism with the theory of online algorithm. Further numerical gives the comparison of the performances between one-stage and two-stage decision system, shows the factors which affect the performance of nested strategy and confirms the robustness and advantage of the nested strategy. The results not only highlights the utility value of the two-stage nested strategy in emergency material distribution management, but also provides implications for emergency material distribution management.
