In large scale civil construction, it is difficulty to estimate the project cost.This paper gives the fuzzy evaluation method of characteristic factors of project,establishes a cost estimate model based on information of real engineering materials and design documents of estimated project. A case study showes that the model is feasible, and estimate results are reliable.
