In this paper,the subsystems of hierarchical manpower sys-tems are discussed.We study the motion of the subsystems,propose and quantify the concepts of the interflow.The studied results demonstrate that the subsystem’s motion can not be towards the desired structures under the policy of the system,and there may be interflow among the subsystems.An example is given in the paper.The results in this paper can apply directly to the public servant prob-lems of China.
