Abstract

NaturaI Selection”as a Decision-Making Method is widespreadly used and accepted for economic reform. With systems analysis we find that this method is not the optimal and sometimes even the worst one. An optimal decision-making of guidance planning management is presented and by which the plan-regulation and the market-regulation are integrated and a better system、enformance can be achieved.A numerical example with respect to the current e-conomic reform in China is then discussed in detail.
